Course Overview

The crane operator is not in charge of the lift.

That single fact separates crane work from almost every other piece of plant on a site. A lift truck driver decides what to pick up and where to put it. A crane operator executes a plan that somebody else made, on the instructions of somebody else again, moving a load they frequently cannot see, to a place they usually cannot see either.

The structure exists because the work demands it. Lifting operations are planned by an appointed person, who determines the method, the equipment, the crane position, the ground preparation and the exclusion zones. A crane supervisor controls the lift on the day. The operator operates the machine. A slinger selects the accessories and attaches the load. A signaller directs the movement. On a straightforward lift one person may hold more than one role, and on a complex lift each is separate but somebody plans, and somebody supervises, and it is never the operator doing both while working the levers.

The most common failure in crane work is that nobody planned it. A load arrives, a lorry loader is on site, the driver has a certificate, and something gets lifted with no assessment of ground conditions, no check of the duty chart at the actual radius, no exclusion zone, and nobody appointed to think about any of it.

Two technical points sit at the centre of the course.

The first is that a crane’s capacity is a function of radius, not a single figure. The headline rating describes what the machine will lift at its minimum radius. Move the load further from the centre of slew and the safe capacity falls sharply a crane rated in tens of tonnes close in may be limited to a small fraction of that at maximum reach. Every lift is governed by the duty chart for the configuration in use, at the actual radius, with the actual counterweight and outrigger position. Booming out with a load suspended increases radius, which is why it is one of the most dangerous things a crane can do.

The second is that sling angle changes the load in the legs. As the angle between sling legs widens, the tension in each leg rises above the share of the load it appears to be carrying and at wide angles it rises steeply. A two-leg sling arrangement that looks comfortably rated can be substantially overloaded simply because the legs are spread too far. This is one of the most consequential misunderstandings in lifting, and it is invisible: nothing about a wide sling angle looks dangerous.

3. Why is the operator not in charge of the lift?
Because the operator cannot see enough of it. A crane operator frequently cannot see the load once it is lifted, cannot see the landing area, and is working from directions given by somebody else. Lifting operations are therefore structured around defined roles: an appointed person plans, a supervisor controls the lift on the day, the operator operates, a slinger attaches, and a signaller directs. On simple lifts roles combine; on complex lifts they separate. What does not happen is an operator planning and supervising a lift while working the controls.

4. What does the appointed person do?
Plans the lifting operation and ensures it is properly resourced and supervised. That covers assessing the load, selecting the crane and accessories, determining the position and configuration, assessing ground conditions, identifying hazards including overhead lines and underground services, establishing exclusion zones, specifying communication arrangements, deciding the category of lift and producing the plan. The role is about competence and authority rather than seniority, and the appointed person does not have to be present for every lift they have planned.

5. When is a written lift plan needed?
Every lifting operation must be planned, and the form the plan takes is proportionate to complexity. Routine, repetitive lifts using the same equipment in the same conditions may be covered by a generic plan, reviewed periodically. Anything non-routine an unusual load, a restricted site, a tandem lift, work near power lines, lifting over occupied areas needs a specific written plan. The recurring failure is not a bad plan but no plan: a crane on site, a certificate in a wallet, and a load somebody decided to move.

6. Why does radius matter so much?
Because it governs capacity. A crane’s headline rating applies at its minimum radius, and safe working load falls sharply as the load moves further from the centre of slew. A machine described as a fifty-tonne crane may be limited to a small fraction of that at maximum reach. Every lift is therefore governed by the duty chart for the actual configuration boom length, counterweight, outrigger extension and radius rather than by what the crane is called.

7. What is the danger in booming out with a load?
That it increases radius while the load is suspended, which reduces the crane’s capacity at exactly the moment the load is already on the hook. A lift that was within the chart at eight metres may be well outside it at fourteen. This is one of the most direct routes to an overturn or a structural failure, and it is why the working radius is established during planning rather than adjusted during the lift.

8. Does slew position affect stability?
Considerably, on mobile cranes. Stability differs depending on whether the crane is working over the rear, over the side or over the front, and the duty chart reflects this. Cranes are generally weakest over the side, and configurations on rubber rather than on outriggers are more restricted again. Slewing a load from a permitted arc into a restricted one is a recognised cause of incidents.

9. Why do ground conditions cause so many overturns?
Because outrigger loads are enormous and concentrated. The force transmitted through a single outrigger pad can greatly exceed the crane’s own weight distributed over its tracks or wheels, and it is applied to a small area. Ground that carries a loaded lorry will not necessarily carry an outrigger. Made ground, recently backfilled trenches, basements, cellars, drains, culverts, tanks and voids all fail under that concentrated load, and the failure is sudden. Mats and spreader plates distribute the load, and their size follows from the calculation rather than from what is on the wagon.

10. What underground hazards matter?
Anything that reduces bearing capacity or collapses. Drains, sewers, culverts, basements, cellars, mine workings, service trenches, soakaways, tanks and previously excavated ground. A crane set up over a filled trench is standing on ground that was excavated recently and compacted by whoever backfilled it, which is not a design assumption anybody should rely on. Site information, drawings, trial holes and, where necessary, engineering input inform the assessment.

11. How is a load assessed?
By establishing its weight and its centre of gravity, not by estimating either. Weight comes from documentation, markings, weighing or calculation an estimate that turns out to be twenty per cent light is an overload nobody detected. The centre of gravity determines where lifting points must be relative to the hook: a load lifted off-centre will tilt, swing and may slip from its slings. Loads that can shift internally, that are flexible, or that may be stuck down or bolted require particular care.

12. Why does sling angle matter?
Because it increases the tension in each leg above the apparent share of the load. When sling legs hang close to vertical, each leg carries roughly its share. As the angle between the legs widens, the tension in each leg rises, and at wide angles it rises steeply sufficiently that a sling arrangement which appears comfortably rated can be substantially overloaded. Nothing about it looks wrong, which is what makes it dangerous. Sling capacity must be assessed for the angle actually used, and manufacturers’ information provides the derating.

13. What makes an accessory unfit for use?
Damage, wear, deformation or missing information. Chain slings with stretched, gouged, cracked or worn links; webbing slings with cuts, abrasion, chemical damage, heat damage or damaged labels; wire rope with broken wires, kinks, crushing or corrosion; shackles with worn pins, deformation or incorrect pins; and anything without legible marking of its safe working load or identification. Accessories that cannot be identified cannot be traced to their examination records, and an unmarked sling is a sling nobody can rely on.

14. What is thorough examination?
A statutory examination by a competent person at intervals set by legislation, with a report issued. Intervals differ between lifting equipment and lifting accessories, and equipment used for lifting people is examined more frequently. It is separate from servicing and from the operator’s pre-use check, and reports should be available for the crane and for every accessory in use. Equipment without a current report should not be used.

15. Why do exclusion zones matter so much?
Because a dropped or swinging load is unsurvivable. Nobody stands or works beneath a suspended load, at any time, for any reason. Exclusion zones cover the area beneath the load, the area the load traverses, the crane’s slewing radius where the counterweight can crush somebody against a fixed object and the area affected if the load or the crane were to fall. Zones need physical demarcation and somebody watching them, because people walk into them.

16. How is communication managed?
Through one nominated signaller using an agreed method, whether hand signals or radio. One signaller, and one only an operator receiving directions from two people has no reliable instruction. The operator must be able to see or hear the signaller continuously, and the universal rule is that an operator who loses contact with the signaller, or receives an unclear signal, stops. A stop signal, by contrast, is accepted from anybody.

17. What is the risk from overhead power lines?
Among the most serious in the field, and it does not require contact. Electricity can arc across an air gap to a boom or a load approaching a high voltage conductor, and the crane, the load, the slinger and anybody touching either can be killed. Controls include establishing whether lines can be diverted or isolated, defining exclusion distances, using goal posts and barriers to prevent approach, appointing a spotter, and planning the crane position and slewing arc so that approach is impossible rather than merely discouraged.

18. What weather limits apply?
Manufacturer’s wind limits for the crane and configuration, which are limits rather than guidance. Wind speed increases with height, so conditions at the hook are worse than at ground level, and large loads with substantial surface area catch wind severely even when the wind speed itself is modest panels, cladding, tanks and formwork are all affected disproportionately to their weight. Rain, ice, poor visibility and lightning also stop lifting operations, and out-of-service configurations may be required when a crane is left standing.

19. What is the difference between a contract lift and crane hire?
A significant commercial and legal distinction that many customers do not appreciate. Under a contract lift, the crane company provides the crane, the operator and the appointed person, and takes responsibility for planning and supervising the operation. Under crane hire, the customer hires the crane and operator, and the customer is responsible for planning and supervising the lift, including providing a competent appointed person. Organisations that hire a crane believing they have bought a contract lift find that nobody has planned the operation which is exactly the failure described at the start of this course.

20. Does this Award authorise me to operate a crane?
No. Certification evidences training and testing. The employer remains responsible for job-specific familiarisation with the actual machine and site, and for authorising the individual to operate. Certification is also role-specific and machine-specific: an operator certificate does not cover slinging, and one crane category does not cover another.

21. Is it useful for people who do not operate cranes?
Yes. Supervisors, site managers, appointed persons, those hiring cranes and those working near lifting operations all benefit from understanding duty charts, radius, sling angles, exclusion zones and the contractual distinction. The theory component is worthwhile for those who will never touch the controls.
