Responsibilities
Management Responsibilities
- Senior management is responsible for implementing and overseeing this policy.
- Managers will allocate resources, training, and support to enable effective quality assurance across all centres.
- Supervisors must ensure compliance with IQA and EQA requirements, conduct regular reviews, and address identified risks.
- Management will monitor performance through audits, reports, and risk-based planning to ensure continuous improvement.
Approved Training Provider Responsibilities
- Approved Training Providers must implement and maintain structured IQA plans that outline how assessment activities will be monitored and verified.
- Providers must ensure all assessors and IQAs are competent, experienced, and independent in their roles.
- Providers must facilitate standardisation activities and ensure consistent application of assessment criteria.
- All non-compliance or risks identified must be addressed through corrective actions within specified timelines.
Internal Quality Assurer (IQA) Responsibilities
- IQAs must monitor and verify assessment decisions to ensure consistency, validity, and alignment with qualification standards.
- IQAs shall conduct sampling of learner evidence and assessment decisions using risk-based strategies.
- IQAs must provide constructive and timely feedback to assessors to support continuous improvement.
- All IQA activities must be documented and maintained for audit purposes.
Assessor Responsibilities
- Assessors must apply assessment criteria consistently and fairly.
- Assessors must maintain accurate records of assessment decisions and evidence.
- Assessors must participate in standardisation activities and act on feedback provided through IQA.
- Any issues or risks in assessment practices must be reported promptly.
Contractor and Visitor Responsibilities
- Contractors and visitors are expected to comply with Britsafe Qualifications' quality assurance requirements where applicable.
- Contractors providing assessment or training services must provide evidence of relevant qualifications, competence, and compliance with quality standards before commencing work.
Quality Assurance Framework
External Quality Assurance (EQA), also referred to as moderation, is the process by which Britsafe Qualifications monitors and verifies the effectiveness of assessment and internal quality assurance processes at Approved Training Providers. EQA ensures that assessment decisions are consistent, IQA processes are effective and compliant, and centres operate in accordance with policies and regulatory expectations.
Internal Quality Assurance (IQA) refers to the systematic process of monitoring, reviewing, and verifying assessment decisions within an Approved Training Provider to ensure consistency, accuracy, and compliance with required standards.
All quality assurance activities shall be conducted in a fair, transparent, and consistent manner, ensuring independence and objectivity.
Planning and Risk-Based Approach
Quality assurance activities shall be planned using a risk-based approach to ensure that resources are focused on areas of highest priority. Each Approved Training Provider shall be assigned a risk profile based on performance, compliance history, and operational factors.
Risk factors may include:
- New or recently approved centres
- High learner volumes or rapid growth
- Previous non-compliance or sanctions
- Complexity of qualifications delivered
- Changes in staffing or management
Higher-risk centres shall be subject to increased monitoring and more frequent quality assurance activities. IQA plans shall also consider assessor experience, learner volume, and qualification complexity when determining sampling strategies.
Sampling and Moderation
Sampling is a critical component of quality assurance and shall be conducted to verify the consistency and validity of assessment decisions. Sampling strategies shall be aligned with IQA processes and adjusted based on identified risks.
Sampling shall:
- Cover a representative range of learners, assessors, and qualification units
- Include both high-risk and routine assessment areas
- Verify the effectiveness of internal verification processes
- Be documented and recorded for audit purposes
Moderation may involve the review or adjustment of assessment decisions where inconsistencies are identified.
Standardisation Activities

Standardisation activities shall include:

- Identification of areas requiring improvement
Records of standardisation activities shall be maintained.
Reporting and Actions
Following each EQA activity, a formal report shall be issued outlining findings, observations, and required actions. IQA findings shall be communicated to assessors in a constructive and timely manner to support continuous improvement.
Reports shall include:
- Summary of findings
- Identification of non-compliance or risks
- Required corrective and preventive actions
- Recommendations for improvement
Where issues are identified, appropriate actions shall be required to ensure compliance and improvement. Corrective actions must be implemented within specified timelines. Additional monitoring, re-audit, increased sampling, or escalation to sanctions may be applied where required.
Centre Status and Grading
Approved Training Providers may be assigned a status or grading based on quality assurance outcomes. This status reflects the level of compliance and performance of the centre.
Centre status may include:
- Fully compliant
- Compliant with recommendations
- Non-compliant (action required)
- High risk (enhanced monitoring)
This classification shall inform future monitoring and risk management activities.
Record Keeping and Audit Trail
All quality assurance activities shall be documented and maintained to ensure full traceability and audit readiness.
Records shall include:
- IQA plans and sampling strategies
- EQA reports and findings
- Assessment decisions and evidence reviewed
- Feedback provided and actions taken
- Standardisation meeting records
All records shall be retained for a minimum of three years and shall be available for internal and external audit purposes.

Britsafe Qualifications shall ensure that quality assurance activities are conducted consistently and effectively across all Approved Training Providers. Monitoring shall be aligned with organisational policies and regulatory expectations.
Quality assurance findings shall be analysed to identify trends, systemic issues, and opportunities for improvement. These insights shall be used to enhance quality assurance processes, strengthen centre performance, and improve overall qualification delivery.
Monitoring shall include:
- Review of IQA plans and records
- Evaluation of sampling and standardisation activities
- Verification of compliance with policy requirements
- Identification of risks and areas for improvement
Policy Review
This Quality Assurance Policy will be reviewed annually or as required to reflect changes in legislation, standards, or operations. Updates will be communicated to all employees, Approved Training Providers, and stakeholders.
